Men anre confuseing please HELP!!?

So i like this guy who lives across the street from me! and he is consstantly leading me on! and lately ive been ignoring him, giving him a taste of his own medicine should i continue doing this and let him chase me or chill with him? hes always keeping me in the wings for when he has nothing better to do! but today he actually messaged me asking to chill and is aid i couldnt then he asked to chill tomorrow and again i said i was busy, and then he asked for the weekend and i said i was busy working! why is it he seems to have more interest in me when im playing hard to get!!! Please help how should i go along with this relationship, should i make him be the chaser or continue chasing! please help! serious answers!!
