Does anyone know how to get rid of groundhogs from under the house? i have tried everything, they just keep co?

i have used a live trap, took them to the woods, i have a solar mole chaser spike , they want to live and burrow under the house, the city wont help, and i gotta get rid of them they are tearing things up , the momma ones get mean over their babies, Help!!!!
